GHG Protocol Draft Update on Scope 2 Emissions — What Businesses Need to Know

Date: 27 October 2025 — The Greenhouse Gas Protocol (“GHG Protocol”) has released a draft revision of its Scope 2 Guidance — the standard that governs how organisations report their emissions from purchased electricity, steam, heat and cooling. The consultation period is open through 19 December 2025.

What’s New

  • The updated guidance aims to reflect the evolving energy market and improved data availability, recognising that nearly 40% of global greenhouse gas (GHG) emissions are traceable to energy generation — and roughly half of that is consumed by industrial and commercial entities. 
  • Key proposed changes include: 
    • Introduction of new “Scope 2 Quality Criteria” for market-based methods used when companies purchase energy-based instruments. 
    • A requirement for hourly matching and deliverability of electricity purchases to ensure that energy claims correspond to actual time and location of consumption. 
    • Expanded use of consequential accounting methods, allowing companies to estimate system-wide impacts of energy choices (for instance, switching to renewables) in addition to inventory emissions.
