New York Unveils Historic $1 Billion Climate Plan in FY26 Budget

New York State is setting a bold new standard in climate leadership. Governor Kathy Hochul has announced a landmark $1 billion Sustainable Future Program as part of the FY 2026 Enacted Budget—marking the largest climate and sustainability investment in state history.

Strategic Climate Investments

The Sustainable Future Program will invest over $1 billion to reduce emissions, modernize infrastructure, and create green jobs across the state. Key allocations include:

  • $450M+ for energy-efficient building retrofits and clean heating

  • $250M+ for electric school buses, EV charging networks, and Charge Ready NY

  • $200M for renewable energy expansion and thermal networks at public facilities

These efforts aim to cut household energy costs and accelerate New York’s transition to a low-carbon economy.

Expanding Outdoor Access and Resilience

More than $200 million is earmarked for recreational infrastructure through initiatives like NYSWIMS, NYBRICKS, and NYPLAYS, focusing on pools, playgrounds, and community centers.

The budget also strengthens agricultural resilience via the $425 million Environmental Protection Fund, with:

  • $90M for sustainable farming and farmland protection

  • $20M for improved farmworker housing

  • $10M for dairy modernization

  • $5M for expanding meat processing capacity

Additional support will enhance school kitchens and local food supply chains to reinforce New York’s agricultural backbone.

Environmental Cleanup and Water Infrastructure

New York is reauthorizing its $1.25 billion Superfund for hazardous site cleanups—prioritizing underserved communities—and allocating $500 million to upgrade clean water systems, replace lead lines, and restore water quality.

Parks, Public Venues, and Economic Development

To round out the package, the FY26 Budget includes:

  • $200M+ for park upgrades and public recreation

  • $35M for improvements at the State Fairgrounds and Expo Center
